I think Steve Ballmer concisely summed up why Apple is making Microsoft eat their shorts despite a decade lead on tablets: "The iPad is just a PC".

The comments about Win7 tablets echo that sentiment. Microsoft keeps trying to shoe-horn a poor desktop OS into a tablet (or a phone!) resulting in a generally crappy experience.
