It's the instability that makes things grow. New York was never growing faster or richer than during the "Gangs of New York" period, when total social chaos bubbled just beneath the surface. SF seems to me every time I go there to be right at the point of sliding into the Bay from sheer molecular motion. There are periods of relaxation that we remember fondly; I'd suggest New York from about 1945 to the early 60s, or Rio during the 40s. If you want a quiet time, try St. Louis, which is sloooowly winding down.

Yup. I think that was the key sentence in the article (which doesn't make the rest of the article any less fascinating):
