So in light of that Santa Rosa shooting, why aren't criminals just painting the front inch and a half of their firearms bright orange?

Press Democrat has identified the shooter as one Erick Gelhaus:

"Him of all people . . . that was my first thought," said another ranking sheriff's deputy. "He's a range master; he's respected; he's a go-to guy."

Good grief!

"Gelhaus' role as a firearms instructor dates back to at least 1995. In an accident that made the news that year, he shot himself in the leg with his service handgun while holstering the gun to frisk a teen for weapons."

Yeah, everything I read about this sets this guy up as viewing himself not as a policeman, but as an infantryman in hostile territory. And as I've written in other places, the tragedy is that he'll be hung out to dry while ignoring that his attitudes were respected, even celebrated, within the institution. Thus nothing will change.
