I don't think they've begun outsourcing yet, but my employer, a large health insurance company in Tennessee, employs as much as 100 IT folks on green-cards from India. A few years back, the company started having more and more trouble finding IT people willing to work in Chattanooga (ask Dan and Aaron for a personal view of the whys and hows). To solve the problem they actually worked up a deal with the Indian government and imported a bunch of programmers and such. The company actually had to modify their HR policies because the Indian nationals were asking for too little money. Of course the company didn't change their policy to offer them the standard programmer salary - they changed the policy so it would be OK to pay them what they asked for... But you know, there is a type of programming work that lends itself quite well to outsourcing and the ubiquity of the 'net makes hiring someone in the Asian sub-continent at 50 cents an hour as effective as hiring someone in the Bay area for 50 dollars an hour. That kind of programming is the same kind that CASE tools and 4GLs were supposed to obviate the need for real programmers anyhow - but that's another thread...
