I don't think it's a matter of appropriate timing. I don't, with our current system of government, ever reach that point. There are too many checks and balances allowing the government to shift with the opinion of the populace. Granted, this doesn't seem to happen that the pace that everyone wants but compared to the rate of change of the British Monarchy, it happens fast enough.

That would be expected since the same folks who penned the Declaration went on to create a system of government that could not suffer from the problems outlined in the Declaration. After all, they weren't stupid.
