Well, I was 23 and a half, myself, but not for lack of trying.
Should there be some limits and control, sure.
Should they be legislated and in the same place for every child? Of course not; that's just asking your legislators to raise your kids because you're to embarassed to.

I was either 15 or about to turn 15 and she was 17, soon to be 18. I was probably more mature than my girlfriend but if we ever got caught, she would have been the one to suffer through the legal issues and her tough-ass Marine father.
I think personal responsibility should be taught by parents. We both wanted to have sex, so why should either of us have problems because we both consented? Nature shouldn't have to be a legal issue.

I was 15, she was 18 and ya know what? It was a lot of fun. Eventually I learned about relationships and all that stuff, but at the time... Oh yeah, damn that was fun.
Now you know you're getting old when: you're chatting up a hot chick. The next thang you know an Ex walks up and says:
"...oh, you've met my daughter..."
That can get you in trouble. Not that... well, yeah, it did. Only once so far...
