In this case, I suspect it was an issue in conjunction with my logout script, where I was invoking CGI rather than FastCGI and causing some hung processes, but... I may do that, because it was a pretty heavy storm of connections.

Although they had diverse IPs.

I added mod_limitipconn to my Apache server and that seems to have kept the worst at bay (although I changed the 503 response code to 429). All it does is limit a single IP address to a fixed number of concurrent IP connections (and I have it set to 20, which still might be a bit too high).
