So exactly how would the INS have prevented Sept. 11? These guys followed all of the rules. Anything they did outside of the rules could have easily been tightened. With about the same conviction and a little more discipline, all 19 could have become US citizens, bought the tickets individually using credit cards, secured or otherwise, and boarded the planes without the box cutter knives. What they did do was change the rules of hijacking. There was nothing ANYONE could have done to ultimately prevent it.

The new rules of hijacking WERE understood immediately by the folks on the plane that went down in Pennsylvania as they overtook the hijackers.
