Helium or hydrogen (said the guy who was instantly thinking "ooh, flaming flying foam logos!").
So the question is: what else were they using in that foam? Some sort of starch or cellulose binder in in the water?
Because aside from that, it's just a table with a bunch of small holes drilled in it (might even be able to find a tight screen for this part), a tank of something, a stencil, and a board with a bevel to do the cutoff.

Given the lift, I'm betting they are bubbling helium through the foam.

Cool! They're just extruding small bubbles through a stencil and trimming it.
Yet another neat thing I'd like to try building.
