Even after talking to the "three blind mice" of the entities involved, I'm still not sure. But when it's 11pm and I am in the datacenter explaining BGP announcements and RadDB and such, to the "experts", it's a bad day.
We ordered a connection from Comcast as well, so we'll have a backup link soon that will allow some "oh shit I need a link" connectivity with some public IP's.
