Interesting. I find myself torn - being a proponent of helmet use (although not generally a believer in legislating it). I did not one thing that is not quite accurate: The author implies that seat belt infractions are a secondary offense. While this was true initially, you can now be pulled over (in Washington) solely for not wearing a seat belt.
