San Francisco Muni rounds down when collecting "on-time" statistics, so 0:4:59 counts as 4 minutes, which is "on-time".

That's not as bad as having to convince people that 00:00:00 or an i:s format of 00:00 is not the last second of the minute, instead of the first. I now have code with a 6 second "fudge" because of it.
