Geez. Some of us have to get back to having blogs.
For me, the biggest barrier is finding an ISP who'll provide a setup that doesn't suck, and assistance in transferring existing domains away from a place that wants to make that as difficult as possible.

There are reasons to run your own server, as much of a headache as it is sometimes, the ability to perform magic incantations is awesome. For personal stuff, I'm no longer running on my own hardware, and give: +1 for Linode.com
