Good perl programmers are smart enough to not use SOAP and XML.
If it's too much of a mess for the Perfectly Eclectic Rubbish Lister..it really is a mess.
At $work, I let three bright programmers attack the same XML problems, some well established XML/Soap API's being used in the utility world, including MultiSpeak and XMLvend. All were allowed to "pick their weapon", PHP, Perl and even (as I remember it) Ruby/Rails.
Nobody was able to parse real world crappy XML from real systems with their tools without some pre-processing to fix things. I wasted/burned 3 or more man-months on that crap..
