Yes, which is also an interesting benchmark: Assuming the energy costs are negligible and it's basically about providing the connection to the home, providing the programming has the same cost as providing the connection.

Wellllllll... "Delivering" the programming has the same cost. "Providing" it is another matter, Comcast does have to throw some money at the channel sources for permission to do so. How much this is compared to the cost of the TV feed is a good question. (And there's the extra equipment needed to translate it for your TV set, etc...)
