Steven Leeb has built a ballast that encodes data in flourescent light fixtures. He mainly sees the applications as augmenting the environment for people with various disabilities, by carrying around receivers they could have additional information about the environment.

Uhhh...hmmm I don't know bout you but I find the flourescent flicker at 60hz anoying. If a more complex pattern was used you might find phantom headache/seizure zones occuring but of course milage may vary...

The flicker they are using is much much higher than 60hz and it would appear random rather than rythmic with the data encryption. I don't think the problem with seizures would be near as high as it would be with animé. Would it?
