Before he recommends the "patient's bill of rights", he'd better take a closer look at exactly what's IN that legislation...
Yes, you have the right to keep your records confidential... But if you don't sign away those rights, you don't have the right to be treated... The government can look at all your medical records, including psychiatric records, and I don't think it even requires a warrant.
The damage a bill does to people's freedom is directly proportional to the fuzzy feeling of "should be done" its title gives you. The Methamphetamine Anti-Proliferation Act. The American Wildlife Enhancement Act. The USA/Patriot Act. And the Patient's Bill of Rights.
