Tech vs Taggers

A cool confluence of technology is used to defeat taggers in San Diego. While this particular scenario seems kinda cool, I worry about it's abuse and how it can further erode our privacy.

Is this really that big a problem? That requires that much attention by law enforcement? Not having ever lived in-city, and not being a frequent visitor, my only exposure to graffiti is on TV shows and the news. Personally, I've always found it marginally cool.
