Flat Taxes & monopolies

Interesting: The Global Flat Tax Revolution talks about the Organization for Economic Cooperation and Development attempting to build a cartel of high tax countries to keep international tax competition at a minimum.

Which gets me thinking about the function of so many services being provided by the U.S. federal government rather than states or local municipalities and the function that has in reducing competition...
