The NYPD is one of the more corrupt PDs known in the US. I used to live next to a cop who was in what the NYPD called "Emergency Services" in warrant service. He used to have a lot of BBQs, and it was impossible not to hear the stories told over the fence. I have no doubt that most of it was braggadocio, but when several different voices chimed in on the same stories it was obvious that some of them were an approximation of the truth. Those guys were on the wrong side of the bars.

The movie Serpico was based on a true story. The Knapp commission believed that Serpico was set up by brother officers to be shot, and that Emergency Medical Services support was delayed in the hopes that Serpico would bleed out. Not much has changed.

An NYPD officer by the name of Schoolcraft came forward in '09 with tape recordings of superiors mandating violation and misdemeanor arrest quotas. The police brass had him put into a psych ward until they could figure out what to do. You would think it was the USSR of the '50s except that Schoolcraft managed to get out in six days. He quit the force and now lives elsewhere for fear of being Serpico'd.
