Why "more heavily"? If I'm interpreting the blog entry correctly, the size of the fund is not increasing - just the way they're apportioning it?

We are reputedly 29th in Broadband penetration, behind Romania. The giant Telcos charged $5-7/ month to pay for universal access for broadband, but the billions somehow disappeared, and our legislators and executive are unwilling to press them to do what was promised with the funds.
