LaRae Meadows has a good run-down of how "appropriate" becomes a weasel word when implementing policy:
If you are ever reading policy and you see the word appropriate, just substitute the outcome that would be most convenient for the person having to live by it.
LaRae is active in foster parenting situations, and having been through the system as a foster child has a very different view of that world than me. My exposure has been almost entirely to foster parents who are very engaged. This is apparently not universal.
