Steve Miller didn't even know how to spell it. The word pompatus was made up in order not to get in trouble with Vernon Green. In "The Letter" Green mentions puppetudes of love which he said in an interview is something like a little paper doll (puppet) that will love him and have his babies.
Steve Miller was much influenced by The Letter when he wrote "Enter Maurice" which is a song he referenced in "The Joker".
