The link is Wired: Car crashes in the UAE fell during Blackberry outage:
According to state-owned newspaper The National, there were 20
percent fewer accidents in Dubai and 40 percent fewer accidents in
Abu Dhabi during the three days when BlackBerry services were
down.
And, yes, the article does know that correlation is not cause and points to Daniel Simons talking about how variable the rates are.
