Police Department Admits They Only Hired Applicants Who Promised They Wouldn’t Arrest Other Cops.

The report is Commonwealth of Massachusetts Civil Service Commission: Michael Phillips, Appellant v. City of Methuen, Respondent (PDF), and, indeed, it says that the police department asked whether applicants would arrest family members or fellow police officers, and scored those who said that they would lower.
