Also, why would Russia use a chemical warfare agent to poison an ex-spy when a simple knife or handgun would do?

A knife or a gun could mean anyone, even a lowly criminal, did the deed. An exotic chemical poison sends a message to others that might betray Dobby.

Yup, and just because they're regulated doesn't mean they're not available.
