We had an ice storm a decade ago. The community was out of power for 5 days. We bought a generator; we could afford it. Those who couldn't afford it, didn't. Afterwards, FEMA came around and gave a everyone who bought a generator a check.... so everyone who could afford a generator got a free one and those who couldn't didn't get anything.
