Ummmm... If medical waste goes into cogeneration incinerators, then this is strictly true. Doesn't do much to contribute, but yah. Still a silly position to take.

I doubt they're dry enough to emit more energy than they use, so even with that caveat I don't think it can be strictly true.

IDK, I think you could use the exhaust after generation to help dry the input. The net power generation would be tiny if anything, and the argument is ridiculous, but IMO technically true, and from the tweet you mention which emphasizes "UNDER OATH" implying they want them charged with perjury it's being taken too far in the opposite direction. This is a conflict between implacable foes, where by definition there's no room for compromise, and they're seizing any means they can to beat down the opponent.
