When people trace the roots of homelessness back to then California Governor Reagan signing the Lanterman-Petris-Short Act in 1967, they forget that the reason it was so popular was that mental health holds were being abused.

And they still are, as 26 patients have sued a top Arkansas psychiatrist for involuntarily committing and holding them.
