Just noting tis so I can find it later. 21208(a) CVC does indeed create a "separate but equal" situation on roads with a bike lane except where "When reasonably necessary to leave the bicycle lane to avoid debris or other hazardous conditions."
So, yeah, "reasonably necessary".
