popularized the style around 1970, but in a book he wrote in the late '90s he ruffled a lot of feathers in the art world by stating that he stole the idea from painters who worked hundreds of years earlier, that the old masters had paintings with alternate perspective that suggested that they tended to create their images with many slightly disparate views of the subject.
To be fair, Hockney's sub-images actually have a separate perspective, whereas this just breaks up a single perspective.

If something is designed to elicit an emotional response, it's art. So yeah, if it pisses you off, or if you feel approval for it, it's art by definition.
