For all the ways that EZPass fails, that you have to have a balance > $10 to close your account is probably the stupidest.

I've been in committee meetings at utilities that cause rules like that. I'm sure it's because some charges might be applied after the account is closed. I've often argued about writing off small late charges in systems as a "marketing expense" but anal retentive obsessive compulsive accounting types that need to get laid argue that it can't be written off, while pointy haired bastards realizes those fallow funds can be swept or accumulated later.
