Sacramento city and county officials pushing for ordinance to make it illegal for those under 18 to swim without a life jacket.
Parents allowing minors to swim in public waterways without a vest
would be guilty of a misdemeanor.
Dickinson said the new law would be worth it, if it saved "even one life."
Great. So we'll get a bunch of adults who don't know how to swim. Yeah, that's freakin' brilliant.

Despite my willingness as a kayaker to stretch the legal definition of "navigable waterway" pretty thin, the Sacramento river is navigable clear into the city of, and may even be tidal up that far. And even in the whitewater stretches of the American river, there are some large very still areas that are more lake than river.

Apparently the rivers in Sacramento are pretty treacherous. The ordinance doesn't apply to pools or ponds, just "waterways". It's a crummy law but not THAT bad.
