I wonder if the adhesives used in modern plywood can take soaking in water. You might be able to bend 1/4" plywood just by soaking it. (And if it delaminated, that might still work for you.)

Yeah, another trick I've had suggested is to run 1/4" ply through the planer to take off one of the face veneers. Apparently that makes it pretty bendy. Two of those re-laminated back together would probably be decently strong.

I've watched cabinet makers make "bendy ply" by scoring the back of plywood with a saw bout every inch or less. they cut down to the last 1 or 2 plys. It's probably not quite as smooth as true uni-directional bendyply.. But it works. At least on the small pieces I saw them make.
