Does anyone know what "TBM" means, in the context of California law enforcement reporting incident locations?

I think my money is on Thomas Brothers Maps. Their system seems to be a very often used geolocation system in CA. http://en.wikipedia.org/wiki/Thomas_Guide Several page hits I found talk about how their local emergency services, etc use the system.
