Given that the FBI has been crowing about successes which are little more than agents strong-arming developmentally disabled adults into saying that they were going to commit terrorist acts, they could simply assume that that level of intelligence is the actual threat.

WTF? Clearly it is Mueller who doesn't get things.
This is like the logic behind banning exports of crypto, where the underlying assumption is that only Americans are smart enough to create strong crypto. Anyone who actually *IS* smart knows that smart is not related to geography, race, religion, or culture.
