Yep. They could have done everything they wanted to far more simply than they did, or even gone legitimate and gotten, I don't know, warrants for things; this was just a "nya nya nya because we can" abuse of power.

It was pretty clear that what they really wanted was any electronic devices and data storage he was carrying. The keeping him locked up for 9 hours thing was just icing on the cake.
