How do we know that the war on drugs has been a failure? A man attempted to pay his Deltona Florida water bill with crack cocaine, because apparently if you have that stuff it's so valueless that you just can't convert it to cash.

Some people do these ridiculous stupid stunts as ways to get back into prison... 3 meals a day, etc.
