Damned cyclists backing into cars

Cyclist injured in Stony Point Road collision:

Christopher Wright, 48, was southbound on his way to work in Petaluma around 6:20 a.m. when he collided with a southbound Nissan Altima, driven by Jose Sotelo, 57, of Santa Rosa, said CHP Officer Kimberly Lemons.

Okay, so guy was cycling along and ran into the back of a car. Bike hits car, that's news.

The bike suffered damage to the rear wheel and the Altima suffered moderate front-end damage, including a broken windshield. ...

Wait! What?

For purposes of this section, a "substandard width lane" is a lane that is too narrow for a bicycle and a vehicle to travel safely side by side within the lane.

ie: Pretty much any lane. But given the conditions there, it's likely he was on the shoulder.

The Pressdemocrat comments all seemed to make an assumption. I am waiting to hear if Christopher Wright says that he was on the shoulder. Not that it should make a difference.
