I think you could go for a flat top, and then do the wavy portion as a curtain around the side, kind of like a carved draped tablecloth...

Beautiful, but I'm pretty sure anything I would set on it would roll off.
I find myself wondering if it would be possible to make something as pretty but with a flat top (or a larger flat section on the top).
