I don't know what the legal impediments are to municipalities buying out the PG&E lines and running their own electrical grid, I know Healdsburg has done it since before PG&E, but seems like something all California cities, including Petaluma, should consider.

We have some examples in California, Healdsburg and Sacramento, and so far as I've heard from residents they're fantastically better.
But, yeah, the logistics of grid maintenance are not to be sneezed at.

Be careful what you wish for. Most of Florida is FP&L territory, with a few exceptions. I lived in one of those exceptions for a few years. Our power cost twice as much, and when a hurricane knocked our power out, our neighbors one block west of us (FP&L territory) had it back in a week---we were out for almost a month. It sucked!
