So for now North Carolina is one of the few states that do respect a patient's privacy?

Almost 40 states provide such access. Some allow access to all scrips, not only opiates and other controlled substances. The individual states decide who gets to see this information.

HIPPA provides little more than a facade, which will inconvenience the individual patient and their family, but gives access to government as desired.
