I generally don't link to BoingBoing, but it's worth an exception: Sean Bonner: Egypt turns off internet, Lieberman wants same option for US.
In reading through those Wikileaks memos, it's plain that our government has, as a matter of policy, promoted stability over freedom. It's good to remember that that's what governments do.

There are conflicting reports, but:
Generally there are only a few links in or out of a given country. Those are easy choke points. And if you only have a few ISPs, you can shut off their DNS servers (this seems to have been the first stage, oddly).

Im quite surprised that they were able to take all of their internet offline... i would have imagined such an undertaking to be a bit more complex, especially with all the wireless modems out there!

It is not the promotion of stability, but rather of "control over freedom." Attempts to gain stability through the use of power cause systems to destabilize.
