Tickets without a legal base are quite common. Few people will undergo the expense of fighting them, and just pay them. Until there is a significant cost to the State for such ridiculous actions, this behavior will continue.
In a recent example in Cincinnati, a man was ticketed for using the word crippled to help promote a comedian with muscular dystrophy. Not easy to believe.
