The impression I get is that Alexandria has codes, but there is no enforcement, which is a different thing. If you can bribe your way out of sound construction, no code is strong enough. I suppose the big question is if the Muslim Brotherhood is enough of a good government party to actuallhy enforce civil laws, or will they be like the Farouk Government, the Nassar regime, and the Mubaraks and let things fall apart. Since they have no track record of governance, we have no idea. They could spend all their time chasing out Copts and forcing women into hijabs instead of actually running the country.
