From LA Weekly : LA's hit-and-run accident rate is 400% higher than the national average. Apparently getting arrested for such is extremely unlikely. One solution suggested is giving illegal aliens driving licenses, as if getting deported is a worse fate than being convicted of felony hit and run.

If your options are getting hassled for driving without a license and deported, or maybe being convicted of felony hit and run, I can see why you might have an incentive to run.
The charge in the one jury trial I served on was "driving without a license", and it seemed an awful lot like in practice it was used as a "harass the illegals" tool.

if they are relevant to the conversation, and if you don't
try to pretend to be a consumer. Annoying endorsements will be deleted
